New York CityEnters Phase 1

As of June 8, 2020, New York City has entered Phase 1 of New York State’s reopening plan.  New York State expects all businesses to develop a COVID-19 Health and Safety Plan. Your COVID-19 Health and Safety Plan should include the ways in which you intend to comply with the New York State Department of Health guidance to safely reopen.

To find your industry and print a business safety plan template, head to The guidelines apply to both non-essential businesses in New York City that are permitted to re-open and essential businesses throughout the state that were previously permitted to remain open.

Phase One industries include:

  • Construction
  • Agriculture, Forestry, Fishing and Hunting
  • Retail – (Limited to curbside or in-store pickup or drop off)
  • Manufacturing
  • Wholesale Trade

New York City will be able to move into Phase 2 within two weeks as long as they continue to meet the metrics set by New York State, so we advise all businesses to see if they are included in the Phase 2 industries and to being preparing to meet the guidelines set out by the state.
